I'll tell you why..It might even be just a different frequency on one of the wifi bands. So on a O3 drone you'd still have at least the other band.

I think it's all just shinanigans from DJI. I think the Plus and the Pro are the same hardware under the hood, though the Plus has more buttons. I think both work equally well with all OC3 drones, but DJI loads special firmware onto each to... -
