If purchasing a ipad mini 2 used does it need to be unlocked to just use wifi, and is 16gb big enough or do I need more?

I am totally new to this so bare with me, So if I buy this phone I should not download the regular dji 4 off play store I need to download a different version. When I go to the site for the 4.1.15 I can't figure out what I need to do for it to download. I hope this isn't too dumb of a question.
