A lot of units were sold in the US by Adorama. Other units are making there way in via Korea and Japan. The M4P is approved for sale in the US. It's just political (illegal) use of the gov't (Customs) preventing DJI from direct sales in the... -

One way is to take a little trip north to Canada and pick up one and bring it home. Creator combo goes for about $3600 You might need to remove it from the retail packaging to avoid duties.

That might be flirting with customs fraud. I've commit no falsification during the importation and it's a 100% legally imported M4P. Nobody's gonna come a knockin at your door.
