There is no blanket no-fly regulation at California state parks, but each park manager can create a local prohibition. You have to call each park to find out if flying is ok or not. For example, I called Angel Island and was told "no flying."

It depends on the vendor. I bought from Drone Nerds and was not charged sales tax. At most vendors you may have to go almost all the way through the purchase steps to see if sales tax is charged.
