I had the same problem and finally figured out a solution. I just uninstalled the DJI Go 4 app, rebooted phone (iPhone 7), reinstalled the app. When accepting all the permissions regarding GPS, I didn't scroll down to toggle all 4 choices when I originally installed the app. Did so this time...
