    DJI Air 3 Under 500g

Actually, it's 'worse' than that, since it's squared; a 12 MPx image, cropped by 50%, gives you a 3 MPx image.

U.S. citizen wanting to operate a Mini in the UK

Well, it looks like I'm your man to answer these questions; I moved from Arizona to the UK a few years back, and have a Mavic Mini here now. (Haven't been on a narrowboat yet, but I've walked along the canals plenty, and seen quite a few.) Anyway, as to the actual questions. Yes, you're exempt...

Keeping battery in drone while in case

Pretty sure they're talking about a power bank, the kind that you use to keep your phone battery topped up when it needs more than the built-in battery can provide. If you have one partially full, you can use the adapters for your drone batteries to USB output (not necessarily included; in the...

    MA-2 Night flying.

As for the red colour, go into the camera settings, set the white balance to manual, and use the slider to set it somewhere rather lower than the default (5200 K I think), probably in the 3000-4000 K ballpark. DJI fly 1.1.8

That's probably the date it was updated on yours, rather than its release, which was early August I think, maybe even late July. I know I got 1.1.6 on 7 August, and I think I'd been anticipating it for around a week by then.

No insulation for gimbal motor wires?!? Picture included

Or, if it's not insulated, it's probably an earth (ground) wire, which shouldn't matter if it touches anything other than an uninsulated live wire. It's common enough to see bare earth wires in cars, where you're dealing with a full 12 V and many, MANY more amps.

    Mavic Mini signal strength boosters?

If you haven't already, one big difference for CE versions is locking it into a 2.4 GHz frequency. The listed range for 5.8 GHz on the CE version is 500 m, but for 2.4 GHz, it's 2000 m (thanks to an extra 5 dB transmission power). If you're in WiFi-congested areas, you might still be better off...
