I got my Mini 5 Pro Fly More Plus from a reseller in Japan. I had no trouble registering mine with the FAA.

I also got my Mini 5 Pro Fly More Plus out of Korea, and had no trouble registering it. My serial is within the range you mentioned, 1581F9DE*
