We don't know for sure how much Adorama paid for those drones. And we don't know for sure what the customer paid when they placed their orders. Our best guess is whomever ordered those drones from Adorama ended up paying more than their Canada...
Currently it's illegal for anyone to mount a weapon of any type on a drone but we all know the criminals don't obey the laws and the government is always looking for ways around or the law....or, simply change the law whenever they are ready...
I think the best way to solve this issue is to read the FAA website. It would seem that flying even as non profit, not for yourself for whatever reason, including tortoise wrangling, requires a Part 107.
