I believe the best way to describe it is a unrecovered drone is not automatically covered. If you have pictures/video of your drone at the bottom of a lake or high up in a tree, you might be able to convince them.
They didn't say existing drones are not a threat.
They said at this time there is no further action that they plan to take against whatever drones you have now.
