good question, but I don't think it's possible. I haven’t tried it myself, but there’s really no need - you can just select all the clips in the Project panel and apply the desired color space to all of them at once
Does Premier have a feature that allows you to create a batch or macro that you can run to change all these settings with one click to allow you run apply them like you do with a LUT?
