It looks like the 5's maximum speed is 18 or 19 m/s, depending on which battery is used, compared to 16 m/s for the Mini Pro 4. So, it does look like the 5 should do a bit better.
No but I fly a lot in Europe and was just looking at maps in Switzerland where the only restricted areas I was seeing for the places I was interested in all say 250 gram drones can fly but anything heavier needs permission, which could take 10...
The weight and speed are similar to the Mini 4 Pro, so the behavior in the wind will be similar.

What grounds would there be for a return? DJI specs say that it weighs 499.9 grams +/- 4 grams. At 251.2, it's within the advertised specs. No complaint exists.
