I would try to use the DJI Assistant and reload the firmware using the Computer. There are lots of videos on this to help out with the process.

Why not do both. Call your Congress member, tell them to look outside. Entire Drone Community standing together showing their support for the drone industry. Have them Look Up and take a moment to get a true understanding on what this hobby means...
