Why would it work on one device and not the other?

I have airmap on both my iphone and ipad mini. When i put in a request on my iphone it gets approved. When I try and do a request using the ipad mini I get a rejected upon request. I have a ipad mini 4 with the latest IOS update. I have tried using different users logged into both the ipad...
