The dongle 2 needs a 4G enabled Ism that has data to connect to the Dji Servers. The RC needs a data connection either via wifi or mobile hotspot to your phone to be able to communicate with the dongle 2 in the drone. If the RC has no Data...

Thank you @Puppy59 for bringing this subject up again. Actually, I was about to do it too. In my case, I already purchased the M4P with RC2 Pro and I’m looking forward to the 4G dongle-compatible firmware being released.
