From my interpretation of the bill putting “any foreign made drone” on the covered list wasn’t a requirement or ask. I’m wondering if the FCC is doing this on its own.
eBay has a policy of not allowing any equipment on the FCC Covered List. They also have an automated system to prevent listings from brands on that list. It will be interesting to see how this plays out because every entry in the covered list...
No it sounds like previously approved drones can still be sold; however, DJI has been having difficulties getting their drones through customs for some time so unless that changes we're probably stuck with the low supply of what 3rd parties can...

You are only exempt from registration if you are flying only for recreational purposes and flying a drone under 250g. Selling photos is not for recreational purposes. You need a part 107 license and to register your drone.
