No permit is needed. Just use common sense and follow normal UAV rules.

The NYPD can make more money writing more parking tickets than not issuing these permits. I think that they think it’s a public safety issue. The drone community itself isn’t very large so I can’t imagine it’s a money grab.

You won’t have any issues. Just be aware of wind. I fly in Jersey Shore towns (as well as the Hamptons and Delaware Beaches) a lot.
Be aware of your wind speed. If you get heavy gusts blowing against you it’s hard for the drone to return back.

The sharks are drawn to the menhaden schools. They are in the video shown (not zoomed in I know) The schools draw dolphins, whales, and bluefin pretty close to shore.
