Yeah I've only heard of one granted for flying over people. It was to NBC and they flew a drone 21' up.

Maybe try that app, Hangar 360. It stitches the shot in the cloud. I haven't used it yet. It's free, too. Hangar 360 for DJI Drones on the App Store

I believe this is due to the stitching algorithm. Happens to me also. It mostly happens during windier conditions. The individual pics are not blurred. You could import them into Adobe Photoshop and use the merge feature and see if it does a better job.
