No "permitting" is required. The air space is under the exclsive jurisdiction of the FAA and cannot be regulated by the reservation.

Doesn't matter... only the FAA has jurisdiction over our air space. I've lived on a reservation, and there's no reason to think they'd think any differently than anywhere else, when it comes to drone flyovers.
