Sounds like you were expecting the old original RTH method. DJI has advanced and now offers other RTH methods as well. Read about them from p50 in the manual here...

I was out with my Mini 4 pro today and was at an altitude of around 60 metres. I have my settings to rise to 120 metres to RTH. However, when I did a RTH, it didn’t go to 120m before coming back to me. It just stayed at the 60m and returned...
