There is absolutely no physical reason why it shouldn't be capable of reaching that altitude other than the firmware restricting it. I haven't done much in the way of research on the M2 and progress on the firmware mods.

I have flown in heavy snow over uninhabited wooded areas and even at 300 feet vision goes to poo at times due to clouds/fog. I have encountered no issues with the drone.
I have the stock controller and drone except the drones firmware has been edited for flight performance and override of altitude restriction. I have flown over 3 miles from the controller and have easily reached an altitude of 5,400 feet. You could have a number of variables affecting your birds...
The Mavic Pro will easily reach an altitude of 5,400 feet, loiter long enough to shoot some video, take pics and then easily return with battery power to spare.
I do that and much more. 5,400 feet up and on other days 400 feet up and just under 3 miles away. Both are easily attainable and have been worry free for over two years with drone insurance.
A Mavic Pro with modded firmware will easily climb 5,400 ft up, loiter long enough to take a few pics and a short video then safely return to its launch point.
Easy peasy.
