As long as there is uncertainty dealing with the U.S., you can be sure that most foreign businesses will stay out of large investment schemes in whatever form, when the rules can be changed at whim overnight as we have seen -

None of the options work for me. You have to be genuine and/or sincere for any of them to work and since everything is so political and it's all about greed, ultimately it won't work out. Most people know the best way to get around your problems...
