Can't imagine any sort of comprehensive permanent drone ban will fly in the US (pun intended). I get what it's happening the OPs case--but even that will most likely be temporary.

Actually, you're comparing apples to walnuts. This seller has the Creator Combo which includes the RC Pro 2. The sale you cited for $4000 is a Fly More Combo with the non-pro controller.
