If you get the refresh deal; can you send them an Air 2 that just has some scratches on it and get a brand new one? Or, does it have to be wrecked bad and you get a refurb?

you can send drone at any condition, you get back a refurb/working condition drone.

Is it in perfect cosmetic condition?
most likely.
but if you have scratched your drone already, I'd advice keep it for a while, practice with it. When you are good in control then exchange it later.

I would hold off on just a cosmetic issue, especially after just a week or so of having it.
You only get two in the first year after all, one additional on the second if you get Refresh+.

That's why I had tried to pay for repairs of my M2 when I accidentally backed over it, even though the repair was about $100 more than the refresh replacement cost. It was only a month or two old.

I think the OP is wondering it would allow him to get a brand new MA2 at the end of the Care Refresh by sending his old to DJI, for a fraction of the cost of a brand new one.
I am guessing you can do that, as the policy doesn't say you can't. But in a year's time, there'll be plenty of broken drones sent to DJI, so you are more likely to get a refurbished drone than a brand new one.
So, OP needs to consider, is it better to keep a drone he has for almost a year and works great but with minor scratches, or test his luck on a refurnished drone, which probably came from one that crashed and sent to DJI under Care Refresh.
For DJI, it's great. Cost then little to replace the frame with a shiny one and sell them as refurbished. Good profit.
