Battery to power bank adapter question

I charged all my batteries to fly yesterday and it ended up snowing and windy. Figured I wouldn’t get a chance to fly at all this week, so I hooked the power bank adapter up to one of my batteries and plugged my iPad into it. iPad was at about 20 percent. I totally forgot about the battery and came back about 3 hours later to find the battery had turned off and 2 solid and one blinking light when I press the power button. iPad percentage was now at about 60 percent. Did the battery power itself down at a certain percent to prevent it from discharging past a certain level?

it may have been one of the protection systems to prevent damage to the battery such as overcurrent or temperature the Ipad draws quite a lot of current and it just shut down to protect itself
