Could be an Osprey. Maybe a young female. My bird book, says they have a 'fine dark necklace'.

Look closely at the long, thick beak, with yellow. Yellow feet and legs. Speckled breast.

Seems to be a second or third year juvenile Bald Eagle.

This is the best close encounter bird video from a drone that I can recall seeing. Absolutely amazing. The bird was very curious.
