What it doesnt mention is implementation could well be several years down the line.
After finalising (it isnt yet) it needs to get through the european commission and parliaments (some of the biggest bureaucracies on earth), any changes made, bits repeated then a transition period set.

Maybe it'll be in force in time for mavic pro 4.
