Does anyone have a good estimate for when the FAA is going to burden us with the "remote ID"?

The proposed rule says 3 years from when the rule is finalized. Public comments for the rule are now closed, so in theory they could review and modify and be ready with a final rule in another few months or so. That would put it at late 2023 (the earliest)

In addition, in those 3 years they need to finalize the technical details, which means:

1 - Have the already selected companies complete the data exchange design
2 - Select companies that will run the data exchange
3- Publish final details on how the data exchange work
4 - Give manufacturers and software designers time to implement the standards.

Which is a bit to do in 36 months, but not impossible. That could lead to a little more time beyond the 36 months.

So, you are looking at late 2023 the earliest, but I wouldn't be shocked if that went longer.

By the way, you say "burden" but the FAA has said that Remote ID is the key to allowing things like beyond VLOS flying. We will have to see how it actually works, and how much they really allow, but it has the potential to be very helpful.

So the rules won't go into effect until 2023 in any case, right?

Extremely likely not until 2023 or later. I guess it is not impossible they change the draft rule to something different than 36 months when the finalize the rule, but that is doubtful.
