Their country their rules, it's not a free country just look at all the NO things on that sign and the biggest one of them is the drone but I'm sure for a small fee, you can get a permit and the no quickly becomes a yes.

Not that I plan on leaving the USA, I would check the rules of the destination before taking anything.
