I can turn off the no fly zone on mine making it simple, I assume a jurnalist should be able to do the same. You just have to use your dji log in.

DJI has purposely made this to prevent their aircraft from flying there so it is not easily unlocked. I suppose if you had the proper credentials they could authorize on a case by case basis.
