ND Filter. Over expose vs Under expose

How do you manage to get the correct exposure using the 180 rule + ND Filter.

Yesterday I was filming using ND4, 4k 30fps, and shuttle at 1/60. I found that my footage was underexposed a little and I was noticing grain in shadows. It was a mild sunny weather. When I removed the ND4, it was very overexposed so I had no choice but to use ND 4.

Would you kepp the ND4 and lower the the shutter speed and not follow the 180 rule?

OR

Would you remove the ND filter and bump-up the shutter speed and not follow the 180 rule.
 
That 180 degree rule is overrated in my opinion - it is perfectly possible to get smooth footage with quite a reasonable range south of double frame rate, especially if you shoot at 30 FPS or higher. I set the exposure for the ground to be 1/60 (double frame rate), but then often drop down to as short as 1/250 when I want the brighter sky in shot. I don't notice any lack of smoothness doing so.

But if it does come to a choice between over and under exposed, always go under - that can be rescued later whereas blow outs can't, so in your case I would have kept the filter on, but you probably would have been equally fine removing it and reducing the shutter speed.

The issue is I was noticing lots of jitters and grain in the shadows. Kinda annoying to my eyes.
