Can you run mavic mini with litchi only and dji fly not installed to device?

Yes, but in a NFZ it will not work because for unkocking you will need the Fly app.

Yes but as MrkusAtHome stated you need the Fly App for NFZ unlocks. Just out of curiosity why would you not what the Fly app installed?
