I'm not completely sure but I think you can fly your drone as long as it's registered in your country, lots of foreigners fly their drones here without a problem, specially at the beaches.Beautiful towns. I wanted to fly/film in Los Barilles but I Gus if you’re not a Mexican citizen you can’t legally fly... great captures. Envious.
Did a little research, and according to the rules, as far as I understand it, a foreigner can fly his/her drone as long as it's registered in that country and that country has an aviation bilateral agreement with Mexico, which the USA does. (4.7.18. No podrán operar en México un RPAS con matrícula o registro extranjero u operados por operadores de RPAS extranjeros, diferentes a los mencionados en el numeral 4.7.17 de la presente Norma Oficial Mexicana, a menos de que exista un acuerdo bilateral entre la Autoridad Aeronáutica y la Autoridad de Aviación Civil del estado de registro/matrícula.)Beautiful towns.
