I noticed when I'm flying sideways, if I put gimbal all the way down my speed slows to around 7.7 mph. Doesn't do this with gimbal down flying forward or backwards only side to side. Is this normal?

The gimbal has limited side to side movement. When the camera is pointed straight down this limited ovement axis is used to compensate for aircraft roll so the firmware probably limits sideways tilt (and hence speed) so that the gimbal limits aren't reached.

I think the mini3pro behaves the same... I'll give it a try next time I'm flying.

scro's reasoning is sound, it happens or happened with the Mavic Mini and perhaps the Mini 2 but in connection with drone pitch rather than roll. Early-on this lead to some blow aways or partial blow aways.
Test by flying full speed sideways and hold that aileron position then vary the gimbal's pitch, does the drone accelerate / decelerate as the threshold is crossed? It did with the mini 1 / 2.
