Does anyone have a place to take off legally to then fly over the river in down town?

I'm assuming you mean Portland but the Willamette runs thru Springfield/Eugene, Corvallis, Albany, and Salem/Keizer. It's a busy river

I think you’d have to find private property or state property. Or, get a permit for city property.
