I went to DR in 3 weeks ago. Contact the IAO. It's free to get a permit to fly but definitely have someone to help if you cannot speak Spanish... the application is in Spanish.
They are going to want to know where and when you are going to be flying.

You don't need a permit unless you are flying commercially or it's over 4.4 lbs.

I live and fly in the DR all the time (and I look like a tourist), never had a problem, never been questioned, never had to show anything. Now, I do like to keep a low profile just in case, try to take off and land in places with not too many people around.
