I use those for cat litter. Do you empty the litter out first or just carefully lay the goggle parts on top?

I'm lucky in that I don't presently have any furry criters living with me so the bags are always available for instance use. The only drawback is that I feel somewhat obligated to actually purchase something when I pick up the bags.
