I just check exact shutter speed, it was 1 sec not more. I'm not worried about the white foam but the rest of the scene. 2 secs exposure would give even nicer effect. Not sure though, I should test it. I ordered ND2000, I'll try this weekend.It's inevitable that the white of the foam is going to be somewhat overexposed. Do you really want it to be grey rather than white?
Yes, the slower shutter speed gives more motion blur. The denser ND filter would allow for more blur in the waves.@MS Coast The photo below was shot at 1.3", the waves looked nicer. I wanted to achieve "smokey waves".
