It's inevitable that the white of the foam is going to be somewhat overexposed. Do you really want it to be grey rather than white?

I just check exact shutter speed, it was 1 sec not more. I'm not worried about the white foam but the rest of the scene. 2 secs exposure would give even nicer effect. Not sure though, I should test it. I ordered ND2000, I'll try this weekend.

Yes, the slower shutter speed gives more motion blur. The denser ND filter would allow for more blur in the waves.

Exactly. I also thought of b&w.
