What's this effect called?

I've got quite a lot of footage of straight shots that I feel would be greatly improved by artful implementation of this effect... but I can't find a way to use it and don't know what it's called to search for it. It takes place at about 0:40 of this video (obviously not mine):

My software of choice is Resolve 14, but I'm willing to expand my horizons if I need to, but I am a bit strapped for cash being a student so if I could pull this off for small or no cost it would be ideal.

Yeah, that does at least get me started! I was hoping for a quick and easy but it looks like it's gonna be a more manual thing. Thanks!
 
Well for quick and easy I suppose even in movie maker you could simply cut and remove a few frames?
This is crap and rushed, only took a few minutes in Movie Maker. Hopefully you get the idea, with time etc you could get the effect you're after???
