You are correct IF you are in CLASS G UNCONTROLLED Airspace...You may fly over the structure as you state BUT .. Others (Class B, C, D, or...... E at the surface),You must have prior authorization from the FAA (usually via LAANC or DroneZone)...

Looks right to me, with one exception in item 2. There's no absolute altitude cap, just 400' above the top of the structure. So, you could climb to 1400' AGL over a 1000' AGL structure. On added requirement - Part 107 pilots flying above 400'...
