I'd be surprised if it is or if there is a lens available BUT your post made me wonder if an optician could get one made to fit one of the clip on filters?
Telephoto lenses invariably have a relatively large front element (to collect enough light) and are physically much longer than standard or wide angle lenses, (the focal length of the lens is longer). These physical constraints will make it quite difficult to construct a lens that doesn't overload the tiny gimbal on the MM.
BTW, The Mini2 has 2x digital zoom on some modes - possibly a step in the right direction for you, but not the 8x that you're after.
@PhiliusFoggg I don't have a Mini2 to check, however, I understand this is on the video modes but not the stills mode - stills use the full 12mp of the sensor whereas video modes can "crop in".
Checking the specs again, the Mini2 actually has up to 4x zoom, depending on mode:
