Well, yes you can, but not directly. You would have to install and run an android emulator, install, then you could run the Go app.
But I can't for the life of me think of a reason to do so.
 
To fly from a laptop

Hi, I can see why you might want to try, but personally I’d be very cautious about running an expensive piece of kit through an emulator software package. It could be looking for trouble.

I suppose it's no different than flying from an Android or apple.
If it disconnects, it'll attempt to reconnect.
If connection is lost, it'll RTH IN all cases.
