I am trying to understand whether this behavior is consistent across all mavic pros. Enable 30 degree tilt in advanced settings.

Fly the drone low and let it hover in place.

Rotate the wheel to tilt the camera upwards. Keep holding the wheel in the rotate upward position (max possible).

Do you observe a small gimbal shake? It seems the gimbal keeps trying to tilt up past the limit, fails and keeps retrying. Can anyone please confirm?

Yes.
Gimbal up 30° is the most it can do. Anytime the aircraft needs to tilt a bit forward to hold its position it'll bump the gimbal down. If you hold the gimbal wheel then as soon as the aircraft tilts back the gimbal gets put back up, repeat infinitely which is what looks like "shake". If you let the wheel go then the gimbal will stay at the "highest point it can be at with normal aircraft stabilization movements".
