USB-PD is a negotiated spec - meaning you plug it in, a simple circuit says "hey, I can deliver up to 20V@5A, what would you like", and the device says "I'd love 15V@3A please"
Simplified, but you get the idea
USB PD supports up to 20V at 5A (comfortably enough for the Air 2 batteries)
QuickCharge 3.0 and 4.0 supports up to 20V at 4.6A (comfortably enough for the Air 2 batteries)
QuickCharge 2.0 supports 20V at 2A (possibly not enough)
