Are we all just saying no one really knows the truth? I guess we all just fly and wait till bad things happen then. And I am definitely open to hearing other sides to the argument, but other than what the FAA says, I don't know what else to go by.
Guidelines are not suggestions. It's interesting that you chose the word "suggestion" this time though even though you used the word guideline before.
Also, one of the definitions for "guideline" is "a general rule". Maybe that is what the FAA means by guidelines? Now I am pretty convinced...
Well I am going to choose to stay below the 400 feet, because I don't want the FAA to by chance catch me and cite me. If you want to fly over 400 feet because you think you are legal to do so, be my guest.

So this page is not referring to Fly for Business/Work and it clearly states the 400 feet rule. Not sure what there is to be confused about. If you asked anyone in the FAA about this, they would point you to this page Fly...
I always take off about 10-15 feet away from my car and have not had an issue to date. Maybe I am just lucky. I did notice it game me some compass redundancy errors during that flight though.
