Aquacopter. GoPro attaches in it's waterproof case, to the bottom. Copter can land on water... zoom around, camera actively shows what's underwater... Also, there is the HexH2O which has a hull, gopro inside, lands on water, flies really well. I have one with an DJI A2 controller... rock solid.

Very sorry to hear. Flying over water is no different than flying over land, EXCEPT when it comes to recovering a downed aircraft. I fly with two Getterbacks strapped to the legs, whether it's with my Mavic 2P or Inspire. At least, if I'm in less than 100', there's a chance of recovery. Oh, I...
