Ok thanks, sorry, what I am asking is if the drone is under 20m away and you hit RTH it will just land where it is, ok, if you go up to 120m and are still under 20m away, will the drone just land where it is. I have read manual several times and am half as thick as a brick.

Is not above 20m the same as away 20m, up, down, sideways it's all away, it's not the direction that matters, it's the distance.

I have seen two drones taken out by Silver Gulls. Both were being used to carry bait and tackle out past the waves, they were both lost to the sea.

If you can only see a smear on the rail track, and not individual stones, then maybe the problem is with your sight. I have 15% vision impairment and can see the stones clearly, all the other shots I looked at seemed fine.

You are correct, as long as you take-off & land outside the national park boundary, you can then fly over the park. The areas I am asking about are not national park land, it's just managed by ParksVic, it's crown/public land.
