No it does make a difference. If the wing is moving it is generating lift, which would tend to suck a projectile over the wing.

Hi Mark, welcome! There is a separate thread for posting pics and videos, which is well used. As an aside I see none of you pics are in or around Amsterdam. Having lived there for some years it would be nice to se some local pics/vids.

On a technical note, there is a problem with this experiment. The setup does not simulate what would happen in reality. In this demonstration a drone is fired at the leading edge of a stationary wing. I.e the wing has no airflow over it. Also the target it the exact leading edge of the wing...

"Flying from" is taking off and landing, once in the air, so long as you comply with the regulations you are not restricted, so as long as you do not try to land at dead high water, you have plenty of time and space for what you need.

I caught a lucky video of a Red Kite in Shropshire. It came to investigate something flying in its patch and chance had it come directly into camera, I couldn't have framed a better shot had I realised it was there, which I didn't until reviewing the clip.
