Private sales will never end, no matter what law is established or what penalties are imposed. This is probably a discussion for another day and thread.

There might be some exceptions to this and you’ll always find bad actors, but as far as I know, if you purchase a gun from a retail business or gun show you are required to fill out form 4473. Once this form is filled out a background check done.

Laws are only made for the honest people and for prosecutors to have a punishment criteria.

Maybe it’s time for an expanded version of the Trust Test that you have to pass prior to purchasing a drone, along with the potential penalties for flying where and when you are not supposed to. You’ll never prevent some idiots from breaking the rules, but this might help quite a few people...
