The basic safety test for hobby use should be free because it will be a brief online test and you have to print your own certificate. Hardly any cost involved. I did not say that the 107 should be free.
This test is supposed to be nothing but basic safety rules. It should be about flying over crowds, how high you can fly, how far away you can fly, where and when you aren't allowed to fly, and yielding to other aircraft. I can't imagine much more than that would be relevant to a basic safety...
The drone wouldn't have to be registered for them to find out who owned it very quickly. The pilot was probably flying in his home area and there could have been witnesses or locals who knew who the drone likely belonged to. Simple police investigation. It would be a little harder to prove...
I have the Ipad Air and a mini 4. The air is easier on the eyes, but the mini is much more convenient in size. Either one will need a visor to be seen in bright sunlight.
